Roberts, an employee of PricewaterhouseCoopers (PwC) found out that his employer was earning millions of dollars a year by way of a billing method that he thought was doubtful. PwC had been collecting large rebates on airline tickets and other travel expenses being charged as expenses to clients of the firm. These rebates were not being returned to the firm’s clients in the form of savings, but the firm was keeping these rebates for it. This was working, because the firm would bill the clients for the full price of airline tickets and other travel-related expense, but privately, the firm negotiated discounts and rebates that they then got at the end of the year based upon total amounts spent. The clients did not know anything of the back-end discounts and rebates the firm was getting; therefore, they were being charged more than the firm’s true out-of-pocket expenses for the items. In October 2001, the firm finally stopped taking airline rebates completely. The company started structuring all discounts as front-end price reductions that would be passed on to the clients. In the professional environment, there are two main areas in which ethical behavior is required. The first point concerns the behavior of the employee at work, in dealing with colleagues, with supervisors and subordinates and also with customers, the second point concerns the behavior of the company itself against its customers, its employees and all others who may are concerned from company. Also you have to distinguish between descriptive and normative ethics. Descriptive ethics is concerned with describing, characterizing, and studying the morality of a people, an organization, a culture, or a society. [†¦] It focuses on â€Å"what is† the prevailing set of ethical standards in the business community, specific organizations, or on the part of specific managers. [†¦] Normative ethics is concerned with supplying and justifying a coherent moral system of thinking and judging. [†¦] It deals more with â€Å"what ought to be† or â€Å"what ought not to be† in terms of business practices. Carroll, Buchholtz, 2008:242,243) So it’s rather impossible for a large company such as PwC to adhere to all these ethical values. These values can be quickly lost in the general public, because everywhere, they are trying to make money and advance the business, whether this ethical behavior is observed or ignored. Neal A. Roberts was constantly trying to uncover the corrupt business of the company, because he has a higher ethical consciousness and does not want PwC to get away with its wrong behavior. Identify the ethical issues in this case. There are three ethical issues in this case. Firstly the cheating on customers out of discounts. The firm PwC earns millions of dollars on rebates, which are not being returned to the clients in form of savings, but rather, the firm was keeping these rebates for themselves. The second ethical issue is that PwC is giving false information to the firm’s clients, by telling them a wrong amount for the airline tickets and other travel expenses. The last ethical issue is the cover-up of the firm’s corrupt activity. The company PwC does not tell their clients and their employees about the firm’s illegal behavior. All these ethical issues belong to the organizational level (or firm level). â€Å"[†¦] These issues may carry consequences for the company’s reputation and success in the community and also for the kind of ethical environment or culture that will prevail on a day-to-day basis at the office. In addition, how the issue is handled may have serious organizational consequences† (Carroll, Buchholtz, 2008:289,290). [A] survey conducted by the Ethics Resource Center reveal what managers and employees are up against. † There you can see, that 19 percent of the asked employees mentioned â€Å"lying to employees, customers, vendors, or the public† (Carroll, Buchholtz, 2008:290) is one of the most â€Å"questionable practices that employees today face in their work lives† (Carroll, Buchholtz, 2008:291). Who are the stakeholders and what are their stake s? The Stakeholders in case 14 are the customers, the federal government, the company PwC, the partners in business and the employees. The customer’s stakes are to get the right service for the money they paid, to get good quality and to be treated honest and fair. But in this case the customers are not getting the rebates that they should be rewarded. Furthermore the stakes of the federal government are that the company PwC can pay the taxes and acts legally and ethically. However, the federal government was not only lied to about speculations and regulations, but they were also lied to as the customers themselves. Moreover the stakes of PwC are that they can keep on the market with the other companies, that their employees are motivated nd make a good work, that their company is creditworthy, so in other words liquidity is given, that they have many customers and good conditions for suppliers. The stakes of the partners in business are that they want to know how the competitive company PwC is in the market and how big their market shares are. But the other businesses are getting tarnished. At last the emplo yee’s stakes are to work in a nice working atmosphere, to get fair wages and also to be treated honest and fair. What is your appraisal of the ethics of the travel expense billing practices described in the case? What are the ethical arguments for and against them? My appraisal of the ethics of the travel expense billing practices described in the case is what the company PwC did is wrong, because it is not right and fair. They violate consumer rights, employee rights and shareholder rights by offending against the main ethical principles, such as the â€Å"Respect for Persons†, the â€Å"Principle of Beneficence† and the â€Å"Principle of Justice†. In this connection ‘Respect for Persons’ means that individuals should be treated as autonomous agents and that persons with diminished autonomy are entitled to protection. Further the ‘Principle of Beneficence’ indicates that â€Å"persons are treated in an ethical manner not only by respecting their decisions and protecting them from harm, but also by making efforts to secure their well-being. [†¦ ]Two general rules have been formulated as complementary expressions of beneficent actions in this sense: (1) do not harm and (2) maximize possible benefits and minimize possible harms. PwC only refers to the ethical basis â€Å"be profitable† and ignores the other responsibilities, which makes the whole behavior of the firm illegal and not ethical.

Any historical event with-world changing consequences will always have two sides to the story. What most Americans refer to today as the American Revolution is no different. As Americans, most of us view eighteenth-century England as a tyrannical power across the ocean, and see men like George Washington as heroes who fought against the oppressor. If history and wars were that simple, everyone would understand them, and the need for wars would be diminished. The truth is, England was not the least bit tyrannical to the colonies. Actually, the rebels had no idea, nor any intention of establishing a new and separate government "of the people, by the people, and for the people." They only meant to make a statement and attempt to avoid every tax that Parliament could dream up in the process. Across the Atlantic Ocean in England's Parliame nt, some men such as William Pitt and Edmund Burke understood opposition to taxes by the American colonists. After all, the colonies had been all but ignored by England since they were established in the early part of the seventeenth century up until the Seven Years War (1756 - 1763). Other men such as George Grenville and Charles Townshend did not understand at all the protests against any taxes implemented by Parliament . These men felt that was not only the right of Parliament to demand taxes, but also their duty to raise money for the Crown. Parliament had the power to demand a tax of every British citizen in the empire, and these men had developed their own ideas about how those taxes would be implemented.

The following essay will be looking at the factors that cause pollution, and the effect that pollution has on the environment of Canada. It will also explore some of the methods used to treat and clean-up wastewater, and oil spills. Today pollution is very high in both inland and marine waters. All different types of water pollution are contributing factors in this problem. Here are some things that are associated with pollution: Pathogens: Pathogens are disease causing bacteria, viruses, and protozoa. They usually come from human sewage. As pathogen numbers increase, so does the risk of human health. Biochemical Oxygen Demand: Organic wastes that decay in a body of water. decrease the amount of oxygen found in it. The living things in the lake need oxygen to survive. If the oxygen level is depressed to zero, all fish in the lake die. Any decomposition that does not contain oxygen starts to generate noxious gases such as Hydrogen Sulfide. Pulp and paper mills, and municipal sewage causes BOD. Nutrients: Nutrients, particularly nitrogen and phosphorus, enrich waters and accelerate the aging of lakes and streams. Also, the result of this is rich plant life which prohibits recreational activities. Plankton blooms depress oxygen levels (as mentioned before) and therefore, endanger living organisms. Major sources of nutrients are municipal sewage and agricultural runoff. Toxic Materials: Can affect the health of aquatic organisms and their consumers, and the people who drink the contaminated water. The toxicants include lead, mercury, DDT, PCB, benzopyrene, oil, and dibutyl phthalate. These chemicals enter the lake through dumping by the factories. Temperature Changes: Temperature changes from waste heat discharges (like from a nuclear power plant) can cause pollution. This happens if their elevation reduces dissolved-oxygen levels, and accelerates eustrophication, which in turn affects the ecological processes and blocks the migration path of fishes. Acidification: Acidification (acid rain etc.) Is caused by sulfur and nitrogen oxide in the rain, which is caused by automobiles and large industries. That doesn't mean that we have to stop having children, what it means is that we have to start watching where we drain our polluted water, and start to use our resources more wisely. We should also be more careful with hazardous chemicals , and things like oil drilling, etc.

Everybody envisions a safer place and a peaceful state. However, recent events in the 21st century have extremely instilled fear and doubt to the people of the world. At present, it seems that the world has turned back to the dark ages of barbarian’s gambit of annihilation and it is challenged by mad men of chaotic beliefs and distorted ideals. Thus, it is no wonder that our everyday lives are confronted with the paranoia of deceit. Basically, the aging society is currently manifesting its senile nature which is represented by men who wander in its fragile state. These men who make the society senile and fragile are characterized by greed and dogmatic ideologies that have resulted in human carnage, famine, and plagues of war. One wonders, what does it would take for the government to sanctify the protection of its people? Do the people desire to be protected or are they the ones who protect? These questions are profoundly manifested in the long debates of legislations specifically on counter-terrorism. Fortunately, there are still a few good men in pursuit of a better and safer place and a peaceful state. In this regard, this paper will focus on America’s public policies that addresses the trauma and torments of terrorism that shocked America in the 9/11 tragedy. In addition, the paper will also discuss how the governments of the world interact with the foreign policy on counter-terrorism and how the implementation of such a policy would affect the way of life. The overall discussion of this paper will use a two-prong approach by discussing selective literatures and apply the ethical parameters of Clark Cochran, Lawrence Mayer, T. Carr and N. Joseph Cayer in their book, ‘American Public Policy: An Introduction’. Literature Review The post 9/11 tragedy is a continuing challenge to American people that seeks justice and determination of further knowing the treacherous powers that be. It is not only America that suffers the trauma of the human carnage of the 9/11 tragedy but all of the allied governments and United Nations’ members as well. The political experts, policy makers, and various intelligence agencies perceive terrorism as a social ill and more than just a phenomenon. It is also evident that the ultimate target of terrorists is the United States, being the world’s most powerful country, and this was proven during the 9/11 attacks. Moreover, the threats of terrorism beset the US’ homeland defense and crosses international borders to implement defense strategies with allied countries that are also potential targets of terrorist attacks. In short, terrorism can truly be considered a serious global threat. According to the report of the US National Counterterrorism Center (USNCC), approximately 14,000 terrorist attacks occurred in various countries during 2006 and resulted in over 20,000 deaths. As compared to 2005, attacks in 2006 rose by 3,000 (a 25% increase) while the death toll rose by 5,800 (a 40% increase), which was also the case last year and was by far the largest number of terrorist incidents that occurred in the near East and South Asia. In addition, the USNCC (2007) disclosed that the two regions of East and South Asia were the locations of 90% of the nearly 300 high-casualty attacks in 2006 that killed ten or more people while only a total of five high-casualty attacks occurred in Europe-Eurasia, East Asia-Pacific and the Western Hemisphere (USNCC, 2007). The research paper of Rohan Gunaratna of the International Centre for Political Violence and Terrorism Research (ICPVTR) in 2006 has reported expanded terrorists’ bailiwicks across the world. Based on his report, al-Qaeda and Taliban camps in Afghanistan trained between 70,000 and 120,000 Muslim youths to fight in the Philippines (Mindanao province), Indonesia (Maluku and Poso provinces), Myanmar, China (Xinjiang province), Kashmir, Bosnia, Kosovo, Chechnya, Dagestan, Nagorno-Karabakh, Algeria, Egypt, Jordan, Yemen and other countries. It is clear that the expansive mode of the terrorists pose risk and threats to Southeast Asian countries. In addition, the carnage of terrorism would plunge the poor countries into insurmountable human casualties and ultimately result in the devastation of their economies. It may be then perceived that al-Qaeda is being condoned by its Islamic cohorts that could greatly influence the vast Muslim communities around the world. These perceptions attribute to the alarming concern of imminent danger that al-Qaeda which could continuously conduct its terrorist assaults basedon its political-Islamist-religious platform of Jihad (holy war). Stages of Policy Analysis: The Framing of a National Policy Turning our grief into courage is a credo that basically calls for national recovery amidst terrorist threats that has enabled the Americans to overcome their grief and become courageous to surpass the inimical challenge. Indeed, America turned its grief into courage as manifested in condemning the ultimate cohort of terrorism in the US war in Iraq. The Iraq war has highlighted the US’s capabilities to disarm Saddam Hussein’s weapons of mass destruction and liberate the people from the tyrannical regime and set a new Iraqi government. The US government has realigned its governmental functions to respond to its vulnerability to the continuing threat of terrorism and shared its burdens with allied governments. The framing of the national policy for an efficient homeland defense system has paved the way for the enactment of the Intelligence Reform and terrorism Prevention Act of 2004 (IRTPA ), which an act to reform the intelligence operational framework for efficient capability. According to Terri Everret’s paper, â€Å"Procuring the Future: 21st Century IC Acquisition,† in January 8th 2008, IRTPA yielded a strategic defense program through the Office of the Director of the National Intelligence (ODNI). The main purpose of the ODNI program, according to Everret, is to avert conflict and preserve peace while specifically focusing on: (1) military, (2) proliferation, (3) foreign policy, (4) economics, (5) terrorism, narcotics, international organized crimes, (6) technology, and (7) regional conflict. Furthermore, the ODNI program empowers the IRTPA to support the enactment of US Foreign Intelligence Surveillance Act (FISA) of 2007 which modernized the National economic programs for Fiscal Year 2008. The overall representation of this development supports the US Counterintelligence Strategy of 2007 basically empowers the homeland defense system. Defining of a Policy From the previous discussions of issues as presented with a brief review of literatures and statistical data, it has been cited that the need of the US government and its people is to materialize and put into national perspective the country’s security. In this aspect, the effectiveness, applicability, and efficiency to enact the US security and defense policy will be examined through the concept and ethical parameters based on the book, American Public Policy: An Introduction. i) According to the American Public Policy: An Introduction, the analysis of a policy requires the interpretation and examination of the fundamental conditions and rationale to enact a policy. Based on the book, â€Å"policy analysis is not value neutral but wants to discover the significance and importance to public values†. In short, public policy is characterized by objectivity of reasoning and intention for a public interest. Furthermore, according to Cochran, et. al, a public policy must be dealt with classifications of purposes, types, and goods. In other words, the objectivity and rationality are combined factors that exemplify the importance, adequacy, applicability, and affectivity of the public policy to the life of the people and well-being of the state. This analysis also coincides and adheres to the moral and social values. In this regard, one example is the threat on terrorism to American people which does not only address the enactment of IRTPA and other programs on State security but also embraces all forms of terrorism-related violence occurring within a domestic domain that may be inflicted by a common crime or street crime, which is commonly called community crimes. ii) The classification of the policy is mainly to deter crime and enact on crime through imposing the punishment or penalty as provided by the rules of court and the due process of law. Another example of terrorism-related violence is the magnitude or scope of implication or damage by size and by number of casualties within household or community, especially when children and women are the victims of crimes. These also include multiple murders with mutilation of the bodies, rape, burglary and arson, which are also considered as heinous crimes. It may be interpreted from the point of view of securing the state that the subsequent enactment of the Intelligence Reform and Terrorism Prevention Act of 2007, the Foreign Intelligence Surveillance Act (FISA) of 2007, and the Counterintelligence Strategy of 2007, focuses on counter-terrorism. On the other hand, the enactment of the National Strategy for Homeland Security of 2007 embodies and embraces all of the provisions from previous policy enactments, which could be interpreted as reinvented applications and coherent enforcements within the domestic system of governance and national policy environment. In short, the scope of the applicability the National Strategy for Homeland Security of 2007 addresses the framework policy. Defining the Ethical Parameters Classification and Purpose for a Safer and Peaceful State i) Classifying a public policy in a category of securing the public is being defined by the magnitude of application to preserving peace and order. Based on the book, American Public Policy: An Introduction, the enactment of a security policy would secure the interstate (domestic) and intrastate (foreign community) domains from the common crimes committed by the citizens of the state and the vulnerability of the state from external attacks being specifically characterized by terrorists. Moreover, according to the book, the underlying claim on which classification of a public policy is relevant for the serious deficiencies in the ability of federal law enforcement authorities to recognize and respond to terrorist threats which is primarily due to the fact that individuals are often labeled suspicious on the basis of ideological, rather than behavioral grounds. It is evident that the classification of a policy to protect and secure the public would likewise define where and whom the policy should cover. ii) The purpose is the deliberate intention of a policy to objectively address the circumstance or phenomenon affecting the well-being of the state in order to preserve the interest of the people. In this case, the interest of the people to live in a better, safer, and peaceful world is being threatened by terrorism. The purpose to live in a better, safer and peaceful state has deliberately and intentionally emanated from the rationale of the government to enact a policy that defines the purpose to protect, preserve, and uphold the sovereignty of people against forces of destruction. According to US President George Bush, the purpose of enacting the US Homeland defense system is aligned with the interstate and intrastate security strategies and is a shared responsibility across the entire nation that has been developed for national culture preparedness [of the local tribal state and federal governments] and crosses international borders for collaborating secured international communities. Perspectives of A Safer and Peaceful State i) Based on Cochran, et. al’s book, â€Å"enacting a public policy must be determined by the type of application and the goods it would impart to people and society†. The community represented by families must enjoy a safer and peaceful life to manifest a better living condition categorized by abundance and prosperity. From this statement, the book promotes a liberating concept of a safer and peaceful state reflective of a crime-free community and is being protected by a public policy that promulgates crime sanctions and the imposition of punishments upon committing a crime. The implementation of the US Homeland defense system, through various policies or State Acts previously discussed in this paper, point out the perspective of a safer and peaceful state, and wholly emphasize a call for national recovery in socio-economic-political aspect. This is also linked to the efforts of the state to secure the lives of the people as well as to preserve the economic resources which could make the world a safer and better place to live in. ii) Cochran’s, et. al. concept and ethical parameters applies in the overall perspectives of the US policy and State Acts for a safer place and peaceful state. In addition, perspectives in the point of view of interstate (domestic) domain protection on combating vulnerability and preempting terrorist aggression from intrastate (foreign) domain can be applied. The US Homeland defense system could be a fortress that shields the American community from terrorism, and while having that shield, the US manages to enforce its strategies in its counter-terrorism efforts across borders. Furthermore Based on Cochran et. al’s book, a policy flows from analysis which is not value neutral but wants to discover the significance and importance to public values. Therefore, the US Homeland defense system has enabled an interstate (domestic) and intrastate (foreign) policy that defines the importance of the public values, which affirms and represents the various concept and ethical parameters stated in the book, American Public Policy: An Introduction. Conclusion It is safe to say that the US government made a safer place for the American people, as manifested by its empowerment of Homeland defense and attainment of security measures. However, the militarism aspect in countering terrorism has somehow inflicted a wound on the flesh of sovereign people. In this connection, it can be perceived that it is also important to rectify the human errors committed in enforcing counter-terrorism measures that add the cost of human toll. The US security policy from its interstate and intrastate scope has its dimensional perspective in achieving a better place. In addition, the â€Å"sharing of responsibility and burdens† amongst nations could be the pursuance of a world order. The creation and execution of the security and defense policies basically represents conceptual frameworks and ethics presented in the book, American Public Policy: An Introduction. However, it is not clear how the realities of implementation could be measured based on the lives of people in international communities. Furthermore, a safer place is perceived as a continuing perseverance in enacting state policies. It is also the moral basis of the existing policies. In short, public policy that can promote a peaceful State is a policy that may genuinely harness the defense and security of people and the State itself. The article was based within a college campus, they were studying who or why college students binge drink. They found that students that are perceived as being â€Å"high status† are socially connected and mentally happier. On the other hand those that are considered â€Å"low-status† were deemed to not being as happy, especially in terms of the satisfaction of their college life. This study is trying to show college students correlation with alcohol and what may be happening as a whole within a certain community. As college students we are known to have very high stress, alcohol, is said to help lower this stress. The national institute on alcohol abuse says,†over 400,00 students between the ags of 18 and 24 had unprotected sex as a result of their drinking† all of these statistics are worrisome. It is hard to understand why this is becoming such a problem but as it is described here, it can be directly associated with peer pressure and failure of education about the matter. Binge drinking is a major problem within our society. Even though this article is only from one university it can be multiplied and used to inform and educate other universities across the United States. If we don’t understand the effects it is making now we will not be able to control the future generations. This is particularly close to family ties considering many young adults are dying every year from excess drinking. I agree with their statement that, †we want to make clear that we believe binge drinking is a really dangerous and ultimately self destructive behavior, and that a social power structure that promotes this is a bad thing†. This sentence really amplifies the need for change. This article is almost making a plea for people to understand and have knowledge of this subject. It has been passed over and if we don’t stop this power trip alcohol is having on young adults we wont realize when we have changed the older generation of society as a whole. On the other hand I believe since this was only done within one small university, in order to have collected and statistic information more studies would need to be done to find an average across the United States. This article was an eye opener for me to some of the crazy statistics that are out there and primarily tied to the use of alcohol. This study is only one example of how alcohol is affecting our society. It may makes some college students happier about their college experience but in the long run it will catch up to you and hurt not only yourself but those around you, as we have talked about this many times in class. I did missed out on practical part in the course where I should have made more efforts towards learning how the media planning and budgeting actually is done in an original market plan. This was due to lack of resources that I could make myself available. Yet I have filled my desire to see an actual marketing plan by analyzing the ongoing campaigns quite deeply to look for problems and things where they went wrong. I also came to know of potential problems such as promise and delivery gap. My prior knowledge was way too less as compared to what I l earned in this module. What I further intend to do is to get my theory more strong and approach companies to understand the practical part of a marketing plan. Also try and practically see how a marketing effort can be improved and made better.

Teaching Numeracy to Adults with Learning Disabilities Essay -- Teachi

Introduction As an employee of County Community College, I teach an Adult Basic Skills Numeracy class. I originally started the academic year with 18 learners, but by April 2015 I had approximately 6 learners per session. Most learners are female, of Afro-Caribbean or African origin and aged between 20 and 50 years. It has been suggested that many learners see numeracy as a male domain (Cemen, 1987; Gutbezahl, 1995; Levine, 1995; Miller et al, 1994) and I have noticed that I teach predominantly female learners who are particularly shy and have low self esteem. They are also full of self doubt and lack confidence in their mathematical ability and some do not see numeracy as a useful subject when compared to literacy. To some it is just a means to an end and not something to learn for the sake of self-improvement. Most learners are not in full time employment when they start the course, but as the course proceeds, approximately half of all learners will leave to take a job. The main motivation of learners is to achieve a numeracy qualification and couple this with a literacy qualification and use this as route for entry into the Access to Higher Education programs offered either by County Community College or neighboring colleges. Most of the learners can see the benefit of gaining qualifications as a way of improving their lifestyles by allowing them to have more employment options. The majority of learners have school age children and it has been noted that a lot of the learners want to make a good example for their children in regards to education and employment. Psychometric assessment Essay

Certain people tend to be more obedient than others. Individuals who have the tendency to adopt a submissive, uncritical attitude toward authority figures – authoritarian submission (Adorno, 1950) tends to perform tasks when demanded. Also, people with an external locus of control (a sense that fate rules their life rather than their own actions) tend to be more obedient. However, despite the popular myth that women are more submissive, women and men are relatively equal in the degree to which they will obey demands (Eagly & Carli, 1981). Dehumanisation or deindividuation is the loss of the sense of individual identity and control over our behaviour. Sensory overload, arousal, anonymity, and reduced self awareness are key factors which loosen inhibitions and thus uncharacteristic behaviour is not inline with usual internal standards. According to deindividuation theory, the psychological state of deindividuation is aroused when individuals join crowds or large groups. The state is characterized by diminished awareness of self and individuality. This in turn reduces an individual’s self-restraint and normative regulation of behaviour. In social psychology, deindividuation is a major theory of group behaviour: it provides an explanation of collective behaviour of violent crowds, mindless hooligans, and the lynch mob. In addition, deindividuation has been associated with other social phenomena such as genocide, stereotyping, and disinhibition in other settings such as computer-mediated communication. Several influential studies were conducted to illustrate the force of deindividuation. For example, Zimbardo (1969) carried out a study that inspired much subsequent deindividuation research. In this study, participants were rendered anonymous by clothing them in oversized lab coats and hoods, compared with normal clothes and name tags in the control condition. The participants’ task was to shock a confederate in a situation similar to the classic Milgram studies on obedience. In a first experiment using groups of female students, Zimbardo demonstrated that anonymous participants shocked longer (and therefore more painfully) than identifiable participants, in confirmation of his theory. Another area of controversy in psychology is the area of psychometric testing, which aim to make important decisions affecting individuals and society. Tests are used in a variety of settings to aid selection in education and work and for diagnosis for those with learning and psychological problems. Ability tests were amongst the first psychometric tests to be developed, and controversy has surrounded their use since. Binet and Simon (1905) were commissioned by the French government to find a method to differentiate between children who were intellectually normal and those who were inferior. The purpose was to put the latter into special schools where they would receive more individual attention. In this way the disruption they caused in the education of intellectually normal children could be avoided. This led to the development of the Binet-Simon Scale, and constituted a revolutionary approach to the assessment of individual mental ability. Revisions to the Binet-Simon Scale resulted in the concept of ‘mental age’, an easily understandable concept which significantly increased the popularity of ability testing. Further developments of the tests produced the concept of intelligence quotient (IQ) and resulted in one of the currently most widely used tests, the Stanford Binet Scale. Most intelligence tests measure the general reasoning ability that is involved in many different types of problem solving behaviour. Older types of tests referred to this intelligence factor as general ability, whereas more recent tests have tended to divide the general ability into fluid intelligence (innate and not particularly influenced by one’s environment) and crystallised intelligence (underlying fluid intelligence that is a product of environmental experiences. In recent years, the introduction of the ‘eleven plus’ exam, which is largely compiled of IQ tests, was used to distinguish those who would proceed to grammar school and those who would be relegated to academically inferior secondary schools. Research into the psychometric assessment of intelligence has been the focus of many eminent psychologists including Spearmen, Burt, Eysenck, and Cattell. The latter two also went on further to develop (separate) personality tests, Cattell’s 16PF in 1970, and the Eysenck Personality Questionnaire (EPQ) in 1975. These involve analysing a series of short â€Å"yes/no† questions in an attempt to decipher the nature and character of the person answering them. Today, personality assessments are mainly used in clinical settings, with their use in occupational settings increasing. They may also be used in educational settings in assessing individuals with learning problems and are still widely used and developed within academic and research settings. Personality tests are also widely used today within the work environment, perhaps for deciding whether to employ someone or not, or even to decide who gets made redundant. On the whole, psychometric tests have acceptable validity and therefore make them less prone to error than other types of assessment. The interpretation of psychometric data requires the use of ‘norms’, against which the scores of a particular individual can be compared. Psychometric assessments tend to be the only measures for which norms are available. Psychometric tests are fairly short and therefore time and cost efficient. Many are group tests, and so can be given to a number of people at the same time. In fact the development of computer programmes concerned with psychometric testing means that tests can be administered and scored by a computer, enabling results to be made available quickly and can form the basis of a discussion. Personality tests are particularly cost efficient as they prevent money being wasted on training unsuitable personnel. However, there can be an undue reliance on the results of psychometric tests. Simply discovering that a person has an aptitude for a particular occupation does not guarantee that they will be successful at that job. The mystique of psychometric test results means that they are frequently not discussed with those who complete them. In this sense there is a failure to use psychological testing humanely. Test scores can also be misused. The results of tests should not be used to withhold educational or occupational opportunities from those who may perform less well on tests of ability due to factors that have little to do with intelligence. In any instance, the results can be faked by the participant to influence the results in their favour, and so can be unknowingly misinterpreted anyway. Because of the cheapness and predictive success of many psychometric tests, there may be a failure to use other important information. Psychometric test results should ideally be used alongside other reliable information about a person, otherwise they may wrongly stereotype an individual. Furthermore, there are many cultural and sub-cultural issues that can arise when measuring IQ, which causes much controversy. At the extreme, IQ tests were used to keep out certain immigrant groups from the United States during the 1920’s. Jenson (1969) suggested that genetic differences were the cause of consistently lower IQ scores observed in non white racial groups. Recent controversies relate to the systematic differences attained by different groups in society. Critics say these are the results of bias in test items. Typical examples relate to previously learned information and items using verbal information, typically English, which require reading and writing. Even when tests are translated to the native language of the participants, questions are still raised over the cultural equivalence of certain items (Zindi, 1994). Even tests which explicitly attempt to be culture fair have been questioned. In 1972, Williams produced the Black Intelligent Test of Cultural Homogeneity (BITCH) in an attempt to highlight cultural biases in test items, which was heavily loaded towards black minorities. Using this test, it is black people who tend to score higher than whites. Particularly in IQ tests that use visual cues, participants may misinterpret an action, and their own cultural biases produce expectations which can alter what they ‘see’. They may use methods derived from an alien culture (emics/etics) and may have a hostile reception which will bias their observations. Observations are made of a sample and may not be typical of the whole culture being studies. It is also wrong to imagine a culture as being a homogenous group of people; differences within a culture may be as large as those between cultures.
